From 1 February 2024 it will be a criminal offence to own an XL Bully in England and Wales unless you have a Certificate of Exemption for your dog.
Any dog is only as good (or bad) as it's owner. The fact is that nobody is policing bad dog owners that are the root cause of dog attacks. XL Bully dogs are only as good, or bad, as the training they receive. They are no worse than other large breeds.
An RSPCA spokesperson stated; “To focus on a specific breed or type of dog is to miss the problem itself. You can only legislate for the actions or inactions of humans (the owners) and not the dog.”
A well trained Rottweiler for instance is safer than an ill-treated or neglected sheep dog. Many dogs are neglected by their owners and even a corgi, poodle, or spaniel may become aggressive if left in the incapable hands of a gormless idiot.
This fact alone is something our bone idle legislators fail to understand. This is proven by their latest quick - fix, knee jerk, plans to ultimately cull certain breeds.
I have owned large and seemingly aggressive dogs (not XL Bully dogs though) that have been well - trained and as safe as any other hound one may care to mention.

I wonder how many cold-hearted owners that never really cared properly for their pet will see this questionable clause as a way to grab a bit of easy cash?

In the first instance- bad dog ownership and flippant laws need to be addressed properly.
Politicians and especially law makers in the UK should be holding their heads in shame at their own lack of insight herein! Fingers of blame should be pointed at these lazy legislators and antisocial owners - not the animals in question.

A recent study looked at the characteristics of individuals whose dogs were confiscated for severe biting incidents. At the time of the biting incident, 63 % of dog owners did not provide assistance and only 14 percent demonstrated cooperative behaviour.
Moreover, owners of aggressive dogs were found to be more likely to have a history of antisocial behaviour and instances of animal abuse or neglect.
